An employee must always have a lower salary than his/her manager(s). There may be more than one manger if the employee works in more than one department.
Whenever an employee is given a raise, the manager's salary must be increased to be at least that much (if, an only if it, is less than the employee's new salary amount). Furthermore, whenever an employee is given a raise, the department's budget must be increased to be greater than the sum of all salaries of all employees in the department. In particular, it should be made 1000 greater than the sum of all salaries in the department.
