The Urban Rental Market for the Low-income Population: main Determinants of Supply and Deman2

Abstract Given the aim of decreasing Colombia’s housing shortage, the possibility of renting is important as a tool that, in addition to contributing directly to the reduction of housing shortage, can be a protable investment option. Additionally, in a context of scal constraints at national level, poor conditions of existing homes, dicult access to mortgages and ineciency in public administration at municipality level, among other aspects, renting is an alternative short term solution for the poorest. e present research was carried out in order to respond to the need for a characterization of the urban rental market, focusing on the poorest segment. It seeks to identify the possibilities of tting these markets in a legal framework that enables their interaction with nancial instruments, so that the supply of rental housing for the lower strata of the population can be stimulated.

Determinantes da oferta e a demanda do mercado das locações urbanas para o segmento da população de rendas baixas

Resumo Diante do desao da diminuição do décit habitacional do país, a gura do aluguel gana importância como ferramenta que, além de contribuir de maneira direta com a sua diminuição, pode chegar a constituir uma opção de investimento rentável. Adicionalmente, em um contexto caracterizado pelas limitações scais do Estado, precariedades das moradias existentes, diculdades no acesso a créditos hipotecários e ineciência na gestão urbana, entre outras, o aluguel converte-se em una alternativa de solução habitacional, a curto prazo, para as famílias com menores recursos.

Por isso, a pesquisa realizada, responde à necessidade de caracterizar o mercado de aluguel urbano, enfocado no segmento de população mais vulnerável. Procurando identicar as possibilidades de articular, estes mercados, dentro de um contexto formal que possibilite sua inter-relação com instrumentos nanceiros que aumentem a oferta de moradia para alugar, para as classes baixas da população.
