2. SUBSTANTIATED CHILD MALTREATMENT REFERRAL REASONS AND PLACEMENT AT TIME OF REFRRAL

Most of the children were referred to child welfare for neglect only (Figure 10). At the family level, most families had all their children placed out-of-home (54%), while 33% of families had all their children in the home and 13% of families had a mixture of some children in the home and others placed out-of-home. (Table 7.) At the time of referral, the majority of chil- dren were placed out-of-home (58%) (Table 8).
