Counterproliferation. The full range of military preparations and activities to

reduce, and protect against, the threat posed by nuclear, biological and chemical weapons

and their associated delivery means.7

Counterterrorism (CT). Offensive measures taken to prevent, deter, and respond

to terrorism.8

Crisis Management (CrM). Measures to identify, acquire and plan the use of

resources needed to anticipate, prevent, and/or resolve a specific threat or act of

terrorism.9

Full-Dimensional Protection. Control of the battlespace to ensure our forces can

maintain freedom of action during deployment, maneuver and engagement, while

providing multilayered defenses for our forces and facilities at all levels.10

Military Support to Civil Authorities (MSCA). Those activities and measures

taken by the DoD Components to foster mutual assistance and support between the

Department of Defense and any civil government agency in planning or preparedness for,

or in the application of resources for response to, the consequences of civil emergencies

or attacks, including national security emergencies.11

Passive Defense. Measures taken to reduce the probability of and to minimize the

effects of damage caused by hostile action without the intention of taking the initiative.12

Weapons of Mass Destruction (WMD). In arms control usage, weapons that are

capable of a high order of destruction and/or of being used in such a manner as to destroy

large numbers of people. Can be nuclear, chemical, biological, and

radiological weapons, but excludes the means of transporting or propelling the weapon

where such means is a separable and divisible part of the weapon.13
