this Act. The moneys in the fund are hereby appropriated and shall be used solely for the purposes set out in this section. Moneys in this fund shall not lapse, but shall be carried forward into the following fiscal year.

(2)The Department for Local Government shall award grants to county clerks for making computer hardware and software improvements to their record management systems and for personnel training required for the use of the upgraded systems in accordance with acceptable criteria for equipment and training recommended by the advisory committee set out in Section 3 of this Act.

(3)In order to be eligible to receive a grant from the county clerks technology fund, county clerks shall submit to the Department for Local Government a grant application containing an itemized list of the specific equipment and cost of the equipment planned to be purchased by the clerk's office, and a description and cost of personnel training required for the use of the equipment, as well as any other information the Department for Local Government may deem necessary to execute the awarding of the county clerks technology fund grants.

(4)By accepting a grant from the county clerks technology fund, a county clerk shall agree to:

(a)Spend the grant money awarded only for the approved use, unless approval has been given by the Department for Local Government for a change in the grant proposal;

(b)Submit to the Department for Local Government periodic reports as to the progress of the use of the grant; and

(c)Any other provisions the department may deem necessary for the administering of the county clerks technology fund program.

(5)The Department for Local Government shall make an annual written report to the Legislative Research Commission, the Interim Joint Committee on Appropriations and Revenue, the Interim Joint Committee on State Government,
