3 – Citizen Review Panel Recommendations

Recommendations to the Minnesota Department of Human Services from Minnesota’s Citizen Review Panels

  • Update panel members about financing child safety in Minnesota.

  • Follow the progress of the A Minnesota Without Poverty Initiative (an initiative we support) and inform panel members of its affect on child welfare financing statewide.

  • Inform panel members of the policies, procedures and legislative changes to help youth aging out of foster care receive the Independent Living Skills (ILS) services they need.

Recommendations to the Ramsey County Department of Human Services from the Ramsey County Children’s Services Review Panel

  • Ramsey County Human Services Department’s Child Protection and Guardianship/Adoption unit managers prepare quarterly, written updates of progress toward goals set forth in the Program Improvements Plans (PIP) for the Program Improvement Plan Committee.

  • Ramsey County actively lobby state government to increase federal and/or state funding for child welfare in Minnesota.

  • Ramsey County mandate that case plans include education planning and referral for all three to five year olds.

  • Ramsey County mandate that all children aging out of the child protection system have at least one caring, positive adult identified in their case plan by the age of 18.

  • Ramsey County Human Services Department assign a consistent child protection staff person as a continuing liaison to the Children’s Services Review Panel.

Recommendations to Chisago County Health and Human Services from the Chisago County Citizen Review Panel

  • Chisago County Health and Human Services continue to update us on how they are responding to the staff and program cuts. Specifically, what programs, services and resources are being provided differently or not at all, and how are caseload sizes, children and families being impacted?

  • Chisago County Health and Human Services continue to provide quarterly progress reports on their Program Improvement Plan (PIP).
