I am pleased to invite you to tender for the provision of developing three specialist segments for the ICT Suppliers Standard (including the delivery of the full Standard to SMEs) to Advantage West Midlands (“the Agency”) for the above contract.

Please read the section entitled Instructions and Information to Bidders on the procedures for tendering carefully since failure to comply with them may invalidate your tender which must be delivered to the Agency by noon on 11th September 2009 in an envelope bearing the enclosed Tender Return label.

I should be grateful if you would acknowledge receipt of this letter and the enclosed documents by returning the enclosed proforma.  If you do not wish to submit a tender, please return the proforma together with these documents.  As part of our quality control it would be helpful for us to know your reasons for not tendering, although you are not under any obligation to do so. You may wish to use the space provided or enclose a separate letter. An electronic copy of the tender documents can be provided if this would assist you.

The Agency as a public authority is subject to the Freedom of Information Act 2000 (the “FOIA”). Advantage West Midlands understands that in tendering for this contract you may be concerned that information provided by you will be disclosable where information is posted on our Publication Scheme or potentially disclosable if a request is made to the agency.

The FOIA requires the Agency normally to release information specifically required by any ‘person’. At the same time the FOIA does recognise that a public authority, in order to carry out its functions, may decline certain requests where an appropriate exemption applies. In particular two exemptions under s.41 and s.43 FOIA may apply relating to information provided in confidence and
