failing (or any action or deed) of a partner(s) the responsibility for the resolving the issues (and any associated costs or penalties incurred) will be with the contracted organisation.
Confirmation that they will conform to the Data Protection Act 1998 and the Freedom of Information Act 2000.
Applicant Experience and Background
Applicants are to demonstrate their experience, competence and capability in delivering programmes such as described in this tender specification. In particular, they need to provide their:
experience in developing a scalable accreditation standard designed to meet the needs of businesses ranging from the owner/proprietor with limited business facilities to large businesses with dedicated resources
experience of working with the ICT sector and SME community
financial capacity including their total annual turnover
capacity to deliver the contract in terms of their FTE staff numbers (including an estimate of the number of staff to be assigned to this contract
CVs of the key members of staff to be employed on this contract.
The contractor will be expected to provide both Steering and Management Groups for the project and to follow AWM’s reporting procedures including progress reports etc. The tender specification should include the following:
Project Registers – Risk, Issues, Variations (See separate Annex)
A Project Communication Plan – dissemination of outcomes/conferences/website
Liaison with Agency Marketing Team
Contract performance review procedures
In addition applicants are to incorporate the AWM logo on all aspects of the project’s literature.
Contract cost basis – fixed. Note fees must be quoted exclusive of VAT.
Costs for ancillary costs e.g. printed materials; travel & subsistence are to be included within the tender quotation.
Bids are invited against the principal activities list in line with OJEU public procurement (restricted procedure) rules. Anticipated timescales (indicative only) are shown on page 5.
The contract will be awarded for the period of 2009 to 31st March 2011 with an anticipated commencement date in October 2009. There will be a National Advisory Board comprising of key stakeholders to be agreed with Advantage West Midlands (applicants are to provide suggestions as the composition of this group) together with a project Steering Group which will be chaired and serviced by the successful applicant. The Steering Group’s membership to be agreed with Advantage West Midlands at the contracting stage.
There is an Indicative budget of £299k plus VAT for the period October 2009 to 31st March 2010 and £176,000 plus VAT for the period April 2010 to 31st March 2011.
We reserve the right to place part or none of the contract and to negotiate after selection. Milestone and payment plans are invited from bidders.
