Mr. Woodward stated that in order to purchase state surplus property, a purchase agreement
must be submitted in accordance with Louisiana State Property Control Regulations. Motion was
made by Mr. Avery, seconded by Mr. Hammack, to authorize the submission of a State of
Mr. Woodward advised that an application for certification of an employee to operate weigh
scales has been provided to Mr. Rowe, Director of Public Works.
Mr. Woodward referred to Capital Outlay Funding for the juvenile detention center, advising
that the request for $250,000 is now classified a Priority 2 and the requested $2,105,000 is classified
as a Priority 5. He stated that a request for a line of credit must now be submitted. Motion was
made by Mr. Rogers, seconded by Mr. Hammack, to authorize a request for a line of credit in
connection with Capital Outlay funding for the Bossier Parish Juvenile Detention Center.
Motion carried unanimously.
Mr. Woodward advised that in accordance with La. R.S. 42:282-287, a financial report has
been provided by the Bossier Parish Clerk of Court for the period July 1, 2000 through June 30,
Mr. Avery asked the status of bids for a red light on Airline Drive at Wemple Road. Mr.
Woodward advised that engineers for the Airline Drive project are handling this matter. He further
reported that appraisals for right-of-way acquisition for the Kingston Road project have not been
