Hammack, seconded by Dr. Shell, to deviate from the agenda to consider this item of business.

Motion carried unanimously.

Ms. Susie Morgan, Weiner, Weiss & Madison, A.P.C., addressed the jury, advising that their

offices are local and easily accessible. She discussed other projects which have been handled by

their firm, and stated that with the combined experiences of Jones, Walker and Weiner, Weiss in

similar transactions and the proximity of Weiner, Weiss to Bossier Parish, they offer a superior

choice to the police jury for bond counsel services.


Mr. Jackson advised that due to a conflict with his representation of the Bossier City-Parish

MPC in a legal matter, he has withdrawn from the case and an outside attorney has been hired. The

MPC has requested funds from Bossier City and the police jury for the employment of outside

counsel, when necessary, based on the current 60/40 funding formula. Motion was made by Mr.

Cochran, seconded by Mr. Rogers, to approve an expenditure of up to $6,000 per year to be

placed in an account for this hiring of outside counsel for the Bossier City-Parish MPC, when

necessary. Motion carried unanimously.


Mr. Jackson stated that he is currently working on architect contract negotiations for Phase II

of the courthouse renovation/addition and jail construction projects. He stated that there is a

question as to whether two inspections, one at six months and one at the 11th month of construction,

should be required. Mr. Jackson stated that there will be a very detailed punch list, which may take

up to three months to complete after substantial completion. After discussion, Mr. Jackson

recommended that both a six-month inspection and an 11-month inspection requirement be left in

the contract, with the six-month inspection to be optional. The jury concurred.


Mr. Woodward reported that he has inspected an abandoned house at Houston and Circle

Streets, and recommends that condemnation proceedings be considered. Motion was made by Mr.

Meachum, seconded by Avery, to proceed with condemnation of an abandoned house at

Houston and Circle Streets, in accordance with property standards regulations. Motion

carried unanimously.
