Ms. Martin announced the public hearing to consider approval of the plat of the proposed

development of Willow Lake, Unit No. 1, located in Section 21, Township 19 North, Range 13

West, Bossier Parish, LA. Mr. Charles Coyle, on behalf of D & R Properties, advised that Mr. Tom

Sanders is the only adjoining landowner, and that a letter of approval from Mr. Sanders has been

received. There being no opposition, motion was made by Mr. Avery, seconded by Mr. Cochran,

to approve the plat of the proposed development of Willow Lake, Unit No. 1, as presented.

Motion carried unanimously.

Ms. Martin announced the public hearing to consider approval of the plat of the proposed

development of Mallard Bend Subdivision, located in the Northwest Quarter of Section 28,

Township 19 North, Range 13 West, Bossier Parish, LA. Mr. Woodward stated that the proposed

development is located off Airline near Bayou Bend Subdivision, and consists of four large lots. He

stated that one private road is proposed. Mr. Ken Smith, Smith Engineering, stated that the proposed

street will be asphalt and will meet all parish specifications. There being no opposition, motion

was made by Mr. Avery, seconded by Mr. Johnston, to approve the plat of the proposed

development of Mallard Bend Subdivision, as presented. Ms. Stephanie Edmiston, Bossier City-

Parish MPC, stated that the developer will be required to install a larger water line to tie on to the

Bossier City water system. Votes were cast on Mr. Avery's motion to approve the plat of

Mallard Bend Subdivision. Motion carried unanimously.

Ms. Martin announced the public hearing to consider approval of the plat of the proposed

development of Rosedale Place, Unit No. 4, located in Section 33, Township 19 North, Range 13

West, Bossier Parish, LA. Mr. Jeff Raley, Smith and Raley Engineering, stated that this is a

continuation of existing units and that the development will be served by the Bossier City water

system. Mr. Avery questioned the proposed construction of an entrance road off Airline Drive, as

indicated in the master plan for Rosedale Place. Mr. Raley stated that they have been unable to
