GOVERNMENT ACTIONS AGAINST CYBERBULLYING
Measures promoted by the Spanish government
In Spain, the government has not established global measures against the phenomenon of cyberbullying. However, some ministries, especially those related to Industry (who has the competence in the field of new technologies) and Education, have promoted diverse initiatives to combat this problem. Most of these actions have been developed under the aegis of institutes and observatories dependent on these organisms, being rare the proposals developed directly from the ministries themselves.
Among the last we can mention the "TIC-tac TIC-tac" project (TIC is the Spanish acronym for ICT). This action is included within the avanza2 plan submitted by the Ministry of Industry. The overall objective of this plan is the promotion of new technologies within Spanish society. The "TIC-tac TIC-tac" project aims to promote educative and responsible use of new technologies by the students of primary and secondary.
As mentioned, most of the actions against cyberbullying, in regard to ministerial actions, have been developed from observatories dependent on them: The National Observatory of Telecommunications and Information Society (ONTSI) under the Ministry of Industry and the National Observatory on School Convivencia under the Ministry of Education. In the first case, the ONTSI is responsible for reporting on the uses of new technologies in Spain, including specific reports on the use of ICT in schools. Within these reports has been considered the existence of situations of abuse in Internet.
