Principal Investigator, Management and Evaluation of the Targeted Primary Prevention Project, under subcontract to Concord Foundation for Urban Development, through a grant from the U.S. DHHS Office of Substance Abuse Prevention.  Responsibilities for this drug and alcohol abuse prevention project targeted to minority inner city teenagers and latch key children included overall program evaluation design and implementation; design of age-appropriate data-collection instruments; engagement of the adolescent peer leaders in design and implementation of the evaluation (using participatory evaluation methods; analysis of qualitative and quantitative data and preparation of the final report.  (1987-1990)

Principal Investigator, Health Status of Minorities and Low Income Groups, under contract with the DHHS, Health Resources and Services Administration.  Responsibilities included collection and analysis of data and information and preparation of this widely distributed report on the health status and service utilization of these populations in the U.S. (1988-1990)

Project Director, Provision of Technical Assistance to the Health Care Financing Administration (HCFA) to Evaluate the Subcontracting of Medicare Part B Medical Review/Utilization Review Procedures, including design of a framework of analysis of HCFA data on Medicare claims, analysis of data from multiple HCFA data bases with respect to one state, review and assessment of HCFA procedures concerning utilization and quality review at the state and federal level, and preparation of a report including recommendations for the intramural (HCFA) studies of utilization and quality review (1989-1990).

Research Consultant, Evaluation of the Health Care Financing Administration Alcoholism Services Demonstration Project.  Provide advice regarding development of research designs and analysis of data and prepare sections of the final report for this study of the cost effectiveness of nonhospital based alcoholism treatment.  (through Lawrence Johnson Associates, 1985-1988)

Principal Investigator, Analysis of Selected Claims Data for Illinois Medicare Part B: 1980 86, under contract with the Health Care Financing Administration.  Responsibilities included design of a framework for analysis of claims data, collection and analysis of claims data for Illinois and comparative data for all other states, review of Federal law pertaining to Medicare coverage and preparation of a report.  (1987)

Principal Investigator, Study of the Use of Decision Support Technologies in Health Care, under contract with the Veterans Administration Health Services Research and Development Department, Salt Lake Research Center.  Responsibilities included development of study design and data collection instruments, management of data analysis process, design of and participation in workshop, and preparation of report. (1985- 1986)

Principal Investigator, Study of Methods to Evaluate the U.S. Health Care Industry, under contract with the U.S. Congress Office of Technology Assessment.  This study included: analyses of health care indicators, risk factors and strategies designed to improve health status for the U.S. population as a whole and for subgroups; comparison of U.S. health indicators with those of five other countries; and development and application of a method to assess the impact on key health indicators of alternative policy interventions. (1984-1985)
