Codirector, Health Prospects 1983/2002, study co-sponsored by Policy Research Institute and Project Hope.  This study comprised a survey of 800 U.S. health system leaders regarding current and projected patterns and determinants of U.S. health status and of national health policies and programs.  Responsibilities including design and implementation of the survey, analysis of findings, and preparation of the widely distributed report.  (1982-1985)

Principal Investigator, Occupational Stress Survey and Preparation of a Guide on Occupational Stress, for the National Institutes of Mental Health.  Responsibilities included design and management of the survey of over 400 Occupational Stress specialists in a variety of disciplines; management of the Guide preparation process; final writing of the Guide and the final report.  (1983-1984)

Principal Investigator, Telecommunications Workers Apprenticeship Program, under contract with the Communications Workers of America.   This project consisted of the design a three-year apprenticeship program in telecommunications, including development of the overall design, and preparation of 15 objective based, learner centered training modules, with knowledge, skills and attitudes evaluation components. (1981-1982)

Principal Investigator, Survey of City Officials Regarding Municipal General Hospitals, for the National League of Cities).  Responsibilities included design of the survey; management of the survey implementation and analysis of findings, and preparation of the final report.  (1981-1982)

Principal Investigator, Study of Administration of the Medicare Program in the Puerto Rico Virgin Islands Service Area, for the DHHS Health Care Financing Administration.  Responsibilities included study design, conduct of site visits to Puerto Rico and the Virgin Islands – including interviews with key public and private sector officials, analysis of the data and information and preparation of the report on the feasibility of alternative financing and reimbursement mechanisms.  (1981)

Project Director, Study of Alcohol Prevention and Intervention Programs in the Department of the Navy, for the Bureau of Naval Personnel.  Methods included an international survey of Naval personnel, review of documents, and interviews with BuPers key personnel. (1983)

Principal Investigator, Evaluation of Non Regulatory Occupational Health and Safety Programs in the State and Local Governments, for the DHHS Office of the Assistant Secretary for Health.  This was a study of the relative effectiveness of Federal and state occupational safety and health programs.  Responsibilities included management of the study, conduct of site visits to state programs, and oversight of the final report, which described program effectiveness, the   relationship among federal, state and local agencies and programs, and provided
