During the discussion on the draft new ECC Decision, a number of (mostly technical) elements were identified, which should be studied to further develop the underlying technical usage conditions associated with the draft new ECC Decision. At this point in time, ECC PT1 has not yet determined whether the existing BEM in this band (see ECC/REC/(04)05) is suitable also for the high data rate IMT services supported by larger channel bandwidths as new IMT implementations. FMPT 48 was informed about the progress in 3.4-3.6 band accordingly.
Concerning ECC/DEC/(07)02, at this stage, from ECC PT1 view point, it seems appropriate that WG FM considers during the review process that the new Decision developed by ECC PT1 is complementary to the existing regulatory framework defined in ECC Decision (07)02. In case that WG FM decides to revise this ECC Decision, ECC PT1 suggested to add a reference (i.e. a considering) to the new ECC Decision in ECC Decision (07)02.
ECCPT1 has continued the update the ECC Decision (06)01 on IMT in 2GHz band. An extraordinary meeting is scheduled for 27 May in France to finalise remaining issues of ECC/DEC (06)01. It is planned to submit this ECC Decisions to ECC Meeting in June 2011 for approval to public consultation.

5.9.2 Cross-border coordination in 800 MHz and 2600 MHz
Mr. Vladislav Sorokin as ECC PT1 reporter for WG FM presented the documents FM(11)125 and FM(11)126 which contained two new ECC Recommendations submitted by ECCPT1 after public consultation for final approval:
ECC Recommendation (11)04 on frequency planning and frequency coordination for terrestrial systems for Mobile Fixed Communications Networks capable of providing electronic communications services in the frequency band 790 – 862 MHz.
ECC Recommendation (11)05 on frequency planning and frequency coordination for terrestrial systems for Mobile Fixed Communications Networks capable of providing electronic communications services in the frequency band 2 500-2 690 MHz.
These two draft ECC Recommendations were revised at the last ECC PT1 based on comments received during public consultations. In particular, ECC PT1 took in to due consideration late comments provided by few administrations during the public consultation and at the last plenary meeting. These recommendations provide relevant field strength values for cross border operation between MFCN systems (FDD and TDD). ECC PT1 resolved all the comments made during the public consultation and identified a way forward acceptable to all parties.
WG FM finally adopted the two new ECC Recommendations (11)04 and (11)05 for publication (see Annex 29 and Annex 30).
5.10 EFIS Maintenance Group
Mr. Thomas Weber (ECO) presented the report from the EFIS/MG as contained in document FM(11)089.
