5.15 Upcoming Civil-Military meeting

(1)

The WG FM Chairman informed the meeting that in accordance with the "Method of Work for the ECC/WG FM Civil-Military Meeting" WG FM should decide on the date of the next meeting based on the agreed topics for such a meeting. WG FM should  formulate the issues on which proposals or recommendations from ECC/WG FM Civil-Military Meeting are expected.

During this meeting WG FM did not receive any proposals on possible issues for consideration by upcoming ECC/WG FM Civil-Military meeting. It was agreed not to have a civil-military meeting during 2012.  The WG FM Chairman invited Administrations to make proposal at the next WG FM meetings for the possible topics for discussion at the Civil-Military meeting foreseen for 2013.

5.16 ETSI recent activity

Based on an input from Germany (FM(11)111), WG FM discussed the question whether the harmonised ETSI standards for terminal stations in the band 790-862 MHz (“800 MHz band”) do completely take into account all requirements for terminal stations as stated in the relevant ECC deliverables (ECC Decision (09)03 and CEPT Report 30).

Germany proposed to send a liaison statement to ETSI asking for clarification on that issue. This was supported by the meeting. An extract of the technical conditions for terminal stations as described in ECC Decision (09)03 was attached to the liaison statement as given in Annex 38.

In accordance with the cooperation process between ECC and ETSI, WG FM requested the ETSI liaison officer to inform ETSI as appropriate about the approval for public consultation and publication of the following draft ECC deliverables:

ECC Recommendation (11)04 on frequency planning and frequency coordination for terrestrial systems for Mobile/Fixed Communications Networks (MFCN) capable of providing electronic communications services in the frequency band 790 – 862 MHz (see Annex 29 and Section 5.6.2)

ECC Recommendation (11)05 on frequency planning and frequency coordination for terrestrial systems for Mobile/Fixed Communications Networks (MFCN) capable of providing electronic communications services in the frequency band 2 500-2 690 MHz (see Annex 30 and Section 5.6.2).

ECC Report 167 on practical implementation of registration/coordination mechanism for UWB LT2 systems (see Annex 19 and Section 5.6.3).

ECC Report 168 on the regulatory framework for indoor GNSS pseudolites (see Annex 21 and Section 5.3.2).
