The old model of economic development, which, according to the president, was characterized by "a diversification of exports, liberalized markets and high levels of foreign investment," must be replaced with a fresh approach "rooted in advanced technological development, a highly qualified labor force, and exports of greater value.“

At a time when tropical rain forests globally are under assault by developers, cattle barons, and land-hungry peasants, Costa Rica has taken concrete action to protect its environment.

About 13 percent of Costa Rica's land is protected currently in a number of national parks. It is hoped that very soon about 25 percent of the country will be designated as national parkland in order to protect tropical rain forests as well as the even more endangered tropical dry forests.
