What is the “Washington Consensus” and how did it get so named?

Neoliberal or neoconservative agenda?

For a while it seemed to work: inflation dropped to reasonable levels, real GDP grew vigorously and poverty incidence began to fall. Moises Naim, editor of Foreign Policy and former Venezuelan trade minister, declared that the “Washington consensus is a damaged brand.” Why?
