SECTION 108

SECTION 108 PROSECUTION AND PROGRESS

108.01 Pre-Construction Conference. Unless otherwise provided in the contract, a Pre-Construction Conference must be held as soon as possible after the award of the contract and before work begins on all construction projects. An official written notice for a Pre-Construction Conference on any construction project shall be sent to the Contractor, all affected utility companies, railroads, etc., a minimum of ten (10) days prior to the scheduled Pre-Construction Conference.

The Resident Engineer shall coordinate with the Prime Contractor, the District Engineer, the Utilities Section, and the Construction Office to determine the location, date, and time of the conference. The Resident Engineer shall then prepare the original letter of notification to the Prime Contractor with copies to all concerned. In this letter, the Resident Engineer shall notify the Contractor of the general areas to be discussed and, when applicable, advise the Contractor to prepare statements concerning trainee plans and safety program. Among those who should be invited to attend the conference are the following:

  • Prime Contractor and his principal personnel.

  • Proposed Subcontractor(s) and principal personnel.

  • District Engineer. (by e-mail)

  • Resident Engineer's principal personnel.

  • Representatives of involved Utility Companies. Invitations should be sent to the individuals and addresses identified in the Job Utility Special Provision.

  • Representatives of Arkansas One Call (by e-mail to assist@arkonecall.com)

  • Representatives of Railroads, when involved

  • Representatives of city or county, if involved.

  • Representative of Construction Office, (federal oversight projects)

  • Representative of Utility Section. (by e-mail to the Section Head of Utilities)

  • Representative of EEO Section. (by e-mail to the Section Head of EEO)

  • Representative of FHWA, (federal oversight projects) (F jobs). (by e-mail)

  • Representative of Environmental Division. (by e-mail)

  • Representative of Materials Division. (by e-mail)

  • Representatives of Bridge Division or Roadway Design (on complex or unusual projects). (by e-mail to the Division Head)

  • Chief of Highway Police (all interstate projects) (by e-mail)

  • Representative of Maintenance Division Signal Staff (signal jobs) (by e-mail)

  • Representative of Surveys Division (by e-mail)

  • Representative of Arkansas Game and Fish Commission, when applicable.

  • Any other interested parties involved.
