Partnering.

The

Department

recognizes

the

need

to

develop

a

relationship

of

mutual trust and respect with Contractors that are awarded highway construction contracts. A "Partnering Requirements" Special Provision has been developed to assist in this area. "Partnering" is a PROCESS whereby the Owner (AHTD) and the Contractor develop a formal strategy of commitment and communication.

The key elements of "Partnering" are:

Commitment of top management (AHTD and Contractor) Trust Development of Mutual Goals and Objectives. (Examples - Limiting Cost, No

lost time accidents, etc.)

Equity. ALL considered in

parties' (AHTD and Contractor) goals and "Development of Mutual Goals/Objectives"

Utilization of the "Partnering Requirements" Special Provision (when included in a contract) is optional on the part of the Contractor. If the Contractor notifies the Resident Engineer that he has elected to utilize this process, the Resident Engineer shall contact the Staff Construction Engineer to set up an initial "partnership development/team building" workshop.
