quantity on the Materials Estimate is represented by mill test reports approved by Materials Division and on file at the Resident Engineer office. In the case of Structural Steel stockpiled at a fabricator, the Resident Engineer must obtain verification that the quantity of structural steel requested on the Materials Estimate is correct. This is to be attached as an additional supporting document to the Materials Estimate. The Resident Engineer must request this through the Construction Office. To prevent delays, the Resident Engineer is to fax his request (with necessary attachments submitted by
Contractor) to the Construction Office. acceptable.

After the Resident Engineer has assembled the Materials Estimate as described above, he will:
Fax items 1, 2, 3, and 4, to the Construction Office. Contract Estimates Section will review the submissions and approve the estimate for payment. NOTE: The Resident Engineer MUST have the ORIGINAL documents in his possession at this time.
Mail the originals of items 1 through 4 to the Construction Office. These will be used as documentation in the Department's Master File.
Retain a copy of Items 1 through 4 in the Resident Engineer's Office.
Materials Estimates on projects where SiteManager is used must be
documented and approved as described above and then entered into SiteManager in
accordance with the User Guide for Resident Engineer Offices.
(e) Deductions for Materials Used. As the materials for which advance payment has been made are incorporated into the work, deductions must be made on the Current Estimate for the quantity removed from the stockpile and used. On FieldBook and SiteManager projects, the deductions are made automatically as the associated items are paid on subsequent estimates; however, manual recoveries can be made if necessary.
(f) Resident Engineer's Certification. The certification shown on the sample supporting document for a Materials Estimate (Figure 109-3) is required on all Materials Estimates.
