2003 SPECIFICATIONS

SECTION 100

The State Construction Engineer is assisted by Staff Construction Engineers and a Central Office Staff. A duty of the State Construction Engineer is to establish standards, policies, and regulations and to pass them on to the Resident Engineers and their assistants by way of the District Engineers and Staff Construction Engineers. The actual work of staking, inspecting, and preparing current/final estimates is handled by the Resident Engineer under the direction of the District Engineer. Contractors have the right of appealing decisions given them in the field but this does not mean that either the Resident Engineer's or District Engineer's decision should be discounted or bypassed in

any way. 100.07
