112A.04 Materials Estimates. Materials Estimates for stockpiled materials will not be paid on “unpaid” materials.
The Resident Engineer shall use the following guidelines when processing estimates for stockpiled materials that have been paid for by the Contract administrator:
The Contract administrator must provide a copy of the “PAID” invoice for the materials, along with a copy of a “Construction Certification and Reimbursement Request” form for the same materials.
The materials must be stockpiled on the project in such a manner as to be easily verified.
Verification that the surety has been notified is not required, since this is the responsibility of the entity administering the project.
After reviewing the submittal and visually verifying that the materials exist and are properly stockpiled, the RE should sign and forward the Materials Estimate to the Construction Division for further processing.

Each of these “owner administered” projects may be different, and the Resident Engineer’s involvement will vary depending upon the Project and the duties to which the Department and the Owner have agreed. The Resident Engineer must obtain and review the Construction Contract and the Agreement between the Department and the Owner concerning the responsibilities of each. If the Resident Engineer does not have these documents, he should contact the Construction Office so they can be sent.
