FACILITIES MANAGEMENT

The Facilities Management Section prepares plans and specifications for Rest Areas and Weigh Stations, except for roadways and sidewalks which are designed by the Roadway Design Division.

The Facilities Management Section will make periodic inspection trips to each project, as the work progresses, and will assist the Resident Engineer in interpreting the plans and specifications, reviewing shop drawings, and preparing Change Orders. Notification of approval of all changes will be made by the Construction Office.

When a Rest Area or Weigh Station is involved, the Facilities Management Section shall be notified of the date and time scheduled for the Preconstruction Conference and the Final Inspection so that they may be represented at these functions.

SECTION 114 DEPARTMENTAL POLICIES

114.01 Integrity. Absolute integrity on the part of all Department personnel is essential if public confidence in the Department is to be maintained.

Project personnel are prohibited from doing engineering work for, and receiving compensation of ANY kind from, the contractor.

No one in the Department whose job involves negotiating, approving or administering any contract or transaction on behalf of the Department shall have any financial or personal interest, direct or indirect, in that contract or transaction.

If any Department employee has any interest in real property to be acquired for highway purposes he shall fully document the facts and circumstances of his interest. He shall not participate in acquisition of the property as agent of the State.

No employee shall use Department equipment for personal business. He should not seek to acquire Department property which is offered for sale without express written approval of the Chief Engineer.

The solicitation or acceptance of a cash loan by a Department employee from any contractor doing business with the Department, or from any of the contractor's representatives, is another example of serious conflict of interest.

Any case of dishonesty or serious conflict of interest will result in the immediate dismissal of the person or persons involved.

114.02 Political Activity. Department employees may not use official authority to affect the result of an election, or solicit funds from a state or local official or employee for political purposes.
