change orders increasing contract time (other than overruns and underruns) shall be Assistant Chief Engineer Change Orders.
District Engineer authorized Change Orders shall be handled in the following manner:
Changes that are NOT within the "Change Coordination Guidelines", as defined in Figure 104-1, are authorized by the District Engineer on all projects for up to $50,000, net total of all pay items, if the funding of the project is not affected. The Resident Engineer or the District Engineer SHALL obtain and document the concurrence of the FHWA Area Engineer (on projects monitored by the FHWA), prior to the District Engineer's authorization of the change. In addition, the District Engineer and/or the Resident Engineer should utilize the expertise of pertinent AHTD divisions on Change Orders of this nature.
Change Orders authorized by the District Engineer that meet one or more of the "Change Coordination Guidelines", as defined in Figure 104-1, the District Engineer and/or Resident Engineer SHALL obtain and document the concurrence of the FHWA Area Engineer (on projects monitored by the FHWA), and all pertinent AHTD divisions prior to the District Engineer's authorization.
Changes authorized by the District Engineer shall be documented on the District Engineer Change Order Form found in the Misc subdirectory of the Construction Drive of the LAN (CSD4:/misc/chg-ordr/co_de.xls). (Refer to Figure 104-2.) This form may be altered by the preparer to provide adequate space if certain areas are insufficient. The basic design of the form, however, should remain the same.
The Resident Engineer will prepare the formal Change Order to be accompanied by whatever letters, papers, sketches of revised work, plans, Special Provisions, photographs, etc., necessary to give a full, clear and accurate description of the changes proposed and quantities involved.
Concurring divisions shall initial and date the form in spaces provided. In lieu of this, the District or Resident Engineer may note a division's concurrence on the form if the concurring party agrees. After being signed by the District Engineer, the original Change Order (with attachments) shall be forwarded to the Construction Office. If Right-of-Way Changes are not involved, the District shall also distribute copies of the authorized Change Order to the Resident Engineer and the Contractor.
If changes in Right-of-Way are involved in a District Engineer authorized Change Order, the District Engineer will retain the original form, the Resident Engineer's copy, and the Contractor's copy until the Right-of-Way Division notifies the District that the Changes have been accomplished.
