After the meeting, the Resident Engineer should note what was discussed, issues raised, and questions which need to be resolved. By doing this there should a better understanding of all concerns and, as a result, there will be a smoother operation with fewer problems.
105.02 Duties of Department Personnel. The duties of AHTD personnel are outlined in Subsections 105.10, 105.11, and 105.12 of the Standard Specifications and
further described in Section 115 of this Manual.

Contractor will be withheld for non complying materials and/or workmanship.
When the materials and/or work is not an item with price reduction
procedures in the Standard Specifications and it is not in reasonably close conformity with the plans and Specifications, the Resident Engineer shall forward the copies of pertinent information and/or the original and the copies of test reports normally sent to Materials Division, along with appropriate comments, to the District Engineer. The District Engineer will make a recommendation to the State Construction Engineer for the disposition of the material or work in question. The State Construction Engineer will review this information and consult with other Divisions as appropriate and determine the
