SIR DAVID HENSHAW – CHAIR – NHS NORTH WEST
Sir David Henshaw was appointed as Chair of NHS North West, the new strategic health authority for the North West of England in May 2006. Sir David was formerly Chief Executive of Liverpool City Council. He was also Chief Executive of Liverpool Culture Company and Deputy Chair of the Mersey Partnership. He has also been a past President of the Society of Local Authority Chief Executives, an adviser to the Prime Minister’s Delivery Unit, a Non Executive Director of the Home Secretary’s National Offender Management Board (Prisons, Probation and Youth Justice in England and Wales), an adviser to the Cabinet Office Strategy Unit and the Prime Ministers Delivery Unit. Sir David was also a member of the HM Treasury Public Services Productivity Panel. Born and educated in Liverpool, he obtained a degree at Sheffield in Public Administration, and then a Master’s Degree in Social Sciences at the University of Birmingham.
Sir David is now occupying a range of positions in the public and private sectors. He is also an Honorary Doctor of Sheffield Hallam University, an honorary fellow of Liverpool John Moores University, a former visiting fellow of the Royal Melbourne Institute of Technol- ogy, Australia, a fellow of the Institute of Management and the Royal Society of Arts and a member of the Board of the European Institute for Urban Affairs at Liverpool John Moores University. Most recently, Sir David was appointed by the Secretary of State (Department of Work and Pensions) and the Prime Minister to redesign the UK Child Support system and was involved in the Central Government Capability reviews. He is also Chair of the Public Services Innovation Laboratory part of NESTA and MAHSC and more recently Chair of Our Life.
NHS North West is the Strategic Health Authority (SHA) for the North West of England. Our role is to make sure that all the NHS organisations in the region provide the best possible health care for the people of the North West. NHS North West is governed by the NHS North West Board. As a strategic health authority NHS North West provides leadership for all NHS organisations across the region. We make sure that NHS services in the North West provide high-quality, clinically-safe services and spend taxpayers' money properly. Improving public health and reducing health inequalities are also important strategic objectives.
We have overall responsibility of 24 primary care trusts (PCTs), 23 acute trusts, eight mental health trusts, seven specialist trusts (including children’s cancer and learning disability) and the North West Ambulance Service.

As Chairman of BIONOW NWDA’s bio-health cluster support network John has particular responsibility for encouraging innovation and public / private partnership. This is in close synergy with his present role in AZ developing strong strategic relationships with external bodies investing in bio-health science and innovation across UK. Prior to this John led the Biopharmaceutical Strategy Team that motivated AZ’s aggressive drive into biological drugs including the acquisition of both Cambridge Antibody Technology (CAT) and MedImmune
In AZ and its forerunners John has held senior management positions in drug discovery pharmaceutics, international development project management and applied genomics. Whilst in project management, his teams worked on novel anti-inflammatory peptides, a unique targeted anti-cancer agent and Faslodex, AZ's pure anti-oestrogen for the treatment of breast cancer.
John is a member of the Biotechnology & Biological Sciences Research Council and is an honorary Professor at the University of Manchester.
