and surveillance in the watershed, water quality monitoring, and doing a detailed aquatic plant survey in the lake.
18. What do you feel most limits you in terms of getting sourcewater protection work done (personnel, time, money, etc.)? The Water Department has found that budget cuts have had the biggest negative impact on getting sourcewater protection work done.
19. Do you feel that the training offered in Maine suits your sourcewater protection needs? If not, what would you like to see offered? The training offered in Maine suits the needs of the Water Department.
20. Do you have a sourcewater protection strategy for the next five, ten, and fifty years? If so, what is it? The Water Department is currently working on this strategy under the SWPP.
Based on this questionnaire, existing sourcewater protection measures implemented by the City on behalf of the Water Department, and observations during the stakeholders meetings, MRWA believes that the Water Department currently has a high capacity to influence its vulnerability to PCSs. Because this capacity is dependent on factors such as local support and the ability to remain current in sourcewater protection practices and issues, it may change with time.
E. Stakeholder Responsibility and Authority with Respect to PCSs As discussed in more detail in Section VIII (Proposed Implementation Measures) below, Table 3 in Appendix C details the proposed sourcewater protection measures to be implemented under this SWPP, and the responsible party for each task. The table can be photocopied and completion dates filled in as tasks are completed.
VII. Ellsworth Water Department Emergency Contingency Plan A contingency plan was developed under the SWPP using the MRWA template. As mentioned above, it is included in this report as Appendix B. The Water Department retained Stratex, LLC to develop an ERP, most of which is confidential information. For this reason the ERP is not included in this report.
