VOCATIONAL AND TECHNICAL EDUCATION

Considering the level that the EU countries and technologically developed countries have been reached to, caring for the socio-economic needs of the society and the principle of lifelong learning, it has been aimed to reconstruct vocational education through the new educational reform.

A system which indicates flexible, easy and fast changing, which preserves its integrality, which is based on modular structure is set up, considering the labor market, vocational standards and local needs. The principles of participation, clarity, comparability, eliminating learning handicaps, competition capacity, vertical and horizontal transition, lifelong learning and localization are taken into consideration in the formation of the system.

In the reconstruction process, "social partnerships" are established with the cooperation of labor and employer unions, associations and foundations. Social partners participate in decision making process and the stages of defining professions, labor profile, educational standards, educational program design, operation, observation and supervision. In the studies, the principle of local management-localization is taken into consideration.

The Principles related to the Reconstruction of Vocational Technical Education

    To form a program and its infrastructure ensuring vertical and horizontal transition,

    To take field and branch education as basis,

  • 3.

    To give the opportunity for the individual who has left the system to be awarded a "Level Certificate" which is the equivalent to his proficiency,

  • 4.

    To ensure the modular educational programs of formal education to be used in informal education as well,

  • 5.

    To offer programs for the individuals at all ages and all levels within the framework of lifelong learning.

  • 6.

    To ensure the labor market and social partners to take part in program development process and to give field/branch training according to the need analysis of the labor market,

  • 7.

    To set up a continuing training unit within the Department of Vocational and Technical Education, to organize social, cultural, technological, sporting, vocational programs in order to carry out lifelong learning,

  • 8.

    To make legal arrangements which will ensure the ones who hold a certificate or a diploma to be employed in both public utilities or private institutions,

  • 9.

    To establish Apprenticeship Education Centers for the ones who wish to receive education in workplaces,

  • 10.

    To establish new modern vocational high schools, to ensure them to bear the EU and developed countries' norms and standards in terms of infrastructure and equipment in order to develop the vocational and technical education,

  • 11.

    To reorganize vocational and technical education in two directions as toward university and working life,

  • 12.

    To form a structure in Vocational and Technical Education which takes "a variety of programs" as basis instead of "a variety of schools"

  • 13.

    To set up computing infrastructure at each program level for pupils, to improve their computing skills.
