To extend the length of education to 12 years through the 9th grade implementation in new education system in order to harmonize with Turkey and the European Union.

At all levels of education by utilizing technological facilities esp. computer technology to enable pupils continually to benefit from new educational methods in which the distance education and advanced technologies are used,

To form a structure based on "a variety of programs" instead of "a variety of schools"

Through broad-based orientation programs to provide pupils to reach vocational programs and other programs awarding a proficiency certificate,

To get support from local governments, district governments, volunteer organizations, the media and private sector as well as central government in order to expand education and especially to transfer vocational programs into life.

To integrate the programs of the vocational/technical secondary education schools with those of vocational schools of higher education. By establishing cooperation and coordination between these two kinds of institutions, both of which are very important in training qualified personnel, to give the opportunity for pupils to have their practical training in private sector under the leadership of the government.

To identify the needs through internal and external supervision and to render in-service training facilities continuous in order to enhance the knowledge and the skills of the teachers and administrators in accordance with the new education system.

To make attempts with administrators and teachers to create better learning environments.

To develop the education system on a continuous basis, depending on the educational principles of generality, equality, availability and integrality
