Commerce Announces Final Results of First Administrative Review of Antidumping Duty Order on Wooden Bedroom Furniture from the People’s Republic of China

  • On August 9, the Department of Commerce announced the final results of the first administrative review of the antidumping duty order on imports of wooden bedroom furniture from the People’s Republic of China.

  • This review covered entries of the subject merchandise during the period June 24, 2004, through December 31, 2005.

  • Commerce received requests to review more than 100 Chinese producers/exporters of wooden bedroom furniture. After accounting for subsequent request withdrawals and companies that did not ship subject merchandise to the United States during the period of review, 57 companies are subject to this review.

  • Commerce chose five companies as mandatory respondents for individual review. Forty-one additional companies were approved for separate-rate status, and 11 companies were denied separate-rate status.

  • Final dumping margins for the individually reviewed respondents range from 0.53 to 216.01 percent. Starcorp’s rate of 216.01 percent is based on total adverse facts available because it did not cooperate to the best of its ability in this administrative review.

  • The final dumping margin for the additional producers/exporters which are subject to the review and qualified for a separate rate, but which were not reviewed individually is 35.38 percent.

  • Imports of wooden bedroom furniture from companies subject to this review that entered during the period of review will be assessed at these final rates. These rates will also become the new cash deposit rates in effect for future imports of wooden bedroom furniture from China from the reviewed companies.

  • The American Furniture Manufacturers Committee for Legal Trade is the petitioner in this review.

  • The wooden bedroom furniture covered by the scope of this order is generally, but not exclusively, designed, manufactured, and offered for sale in individual pieces or in coordinated groups or sets, in which all of the individual pieces are of approximately the same style and approximately the same material and/or finish. The subject merchandise is made substantially of wood products, including both solid wood and also engineered wood products made from wood particles, fibers, or other wooden materials such as plywood, oriented strand board, particle board, and fiberboard; with or without wood veneers, wood overlays, or laminates; with or without non-wood components or trim such as metal, marble, leather, glass, plastic, or other resins; and whether or not assembled, completed, or finished.
