7.5.7 Project Cost Estimate

Financing a co-operative marketing campaign such as the one recommended for Xai-Xai Beach and environs will be problematic due to the fact that the expenditure on the project will not occur in the same entity where the benefits will occur. An option might be raise a contribution from tourism product owners currently active in the area, but this approach is bound to be met with severe resistance due to the small amount of product owners in the area and their current low occupancy levels.

Other potential approaches include raising the funds through adding a marketing levy to the concession fees levied from investors taking up property in the area, or applying for donor funding from agencies interested in seeing the Xai-Xai Beach area developing in a sustainable manner.

For the beginning, the important step forward would be preparation of a printed brochure aiming to attract potential developers. To that aim, contents of this IDP (mostly maps) could be used reducing in such a way brochure related costs to approximately 10,000-15,000 US$.
