TOURISM DEVELOPMENT FRAMEWORK – Xai-Xai IDP
This unique focus of Chongoene may be facilitated by negotiating an operating concession, to be based at Chongoene, with a reputable diving operator. Such an operator should be given the sole right to establish a beach-front facility specialising in diving-related activities on the Chongoene beach for a fixed time period. In the medium term (± 5 years) other operators should, however, be allowed to compete in order to give the visitor the benefit of competitive pricing structures and services.
Heart of Xai-Xai
The undeveloped area surrounding the esplanade linking the Catholic Church with the beach front provides a unique opportunity for high density urban development. It is suggested that this area be offered to a reputable investor to be developed as upmarket self-catering accommodation units. These units will be positioned in a stacked array in order to negotiate the steep gradient of the site, which in turn will ensure each unit of an undisturbed sea-view. A development of this nature right in the heart of Xai-Xai Beach should be called the Heart of Xai- Xai and would, due to its density give the town the critical mass to justify further commercial investment in aspects such as commodity shops and cafes.
In exchange for this development right the investor will be required to upgrade the promenade for public use and to develop public and commercial facilities at the bottom of the promenade. Example of such facilities are the public ablutions and the public telephone service currently situated at the bottom of the promenade. Commercial facilities such as shops and restaurants may also be added to the development.
