PHYSICAL PLAN - Xai-Xai IDP
Development Cell T2
Located on the main road and forms the most important focus point for development. Abutting the prime beach front area.
29.3 ha Flat areas with sections of steep slopes. 0-40m
Mostly built up. Steep slopes are still covered with natural vegetation. The vegetation is, however, threatened by human activity, such as creation of footpaths.
This is the area with best access. The access is gained from the main road from Ciudade de Xai-Xai with the existing secondary network providing access to individual stands.
Most of the lots have built structures but many of them are in a state of disrepair.
Concessions should be issued for upgrading and management of the central open space and promenade.
Map 9: Xai – Xai Beach Centre - Land Use
Detailed planning for upgrading, densification and intensification to be done in the second phase.
Should be done in the next phase as a matter of urgency.
On the beachfront and in central areas: High intensity tourist complexes accommodating, among others, hotels, commercial activities, recreational facilities, etc.
To the north: Medium density residential development for tourists and local inhabitants consisting of individual residential stands and supportive facilities.
Density, Land Division and Capacity
The vacant lots on the central axis could be redivided into parcels suitable for the development of hotels and commercial facilities.
The northern section: The existing residential stands should be retained. In some instances, stands can be subdivided to a minimum of 500m2.
Hotel Beds: 150 Residents/Guests: 1,7000
The existing access is sufficient. Possible future access from the road to Wenela House.
Roads and Pedestrian Network
The existing road network is sufficient. The main tarred ring road should be upgraded and dusty roads should be paved.
New connection to the east should be created. New connections to surrounding villages should be created.
Sufficient parking spaces should be located at the back of the proposed hotel sites.
Pedestrian linkages to the beach should be created approximately every 100m.
