Promenade Development: P
Segment P2: Xai-Xai Beach
Land-use proposal for rehabilitation and improvement is completed. Action plan for upgrading and development should be completed in the third phase.
This part of the promenade takes on a form a pedestrian walkway adjacent to the beach with an access onto the beach. Being the most intensive part of the promenade, it should, among others, accommodate hotels, restaurants, cafes, commercial activities, entertainment facilities, etc.
Density, Land Division and Capacity
Several vacant lots on the beachfront could be redivided for the development of hotels. The sites are approximately 0,6 ha large and should accommodate about 150 visitors per hectare. Including the existing rehabilitated hotel the accommodation capacities are as follows:
Hotel beds: 500 Residents/Guests: 200
Existing access is sufficient.
Roads and Pedestrian Network
The tarred segment of the main ring road should be upgraded and dusty roads should be paved.
Sufficient parking spaces should be placed at the back of the proposed hotel and commercial sites development. Lateral pedestrian access network to the beach should be dense (every 50-150 m)
Key Intervention Areas
The promenade, which will form the most important tourist area with a concentration of tourist facilities and activities. (This will be discussed in detail in paragraph 7.10).

The ongoing rehabilitation process should be strengthened and speed up immediately.

The prime beachfront locality abutting the prime swimming area with an easy access to the main centre of Xai-Xai Beach. It offers excellent opportunities for rehabilitation and improvement of the Xai-Xai Praia waterfront.
Size and Dimension
Area – 15.3 ha Length – 1,250m Average width – 120m
Most of the lots have built structures, but many of them are in a state of disrepair (the main hotel) or just a ruin (the scouts’ hotel). Some have already been reconstructed (the MICOA centre).
Topography Height Land Cover
Mostly built up. Only the steep section to the back contains natural and park vegetation.
Existing Access Concessions
Access is gained from the front segment of the Praia ring road.
Concessions should be issued for upgrading and management of the central promenade (SUIMO).
