Segment P3: The Existing Camp Site
The prime locality on the main beachfront with an easy access to the main centre of Xai-Xai Beach and the current boat launching pad. It offers best development opportunities along the entire stretch from Xai-Xai Beach to Praia do Chongoene. Flat Area: 21.5 ha Beach front: 1,100 m
Topography Size and Dimension
MOSTLY BUILT UP OR SAND. ONLY THE STEEP SECTION AT THE BACK CONTAINS NATURAL VEGETATION. FOREDUNES AND VEGETATION ARE MAINLY DESTROYED.
Access is obtained via a road along the beach which branches off the ring road of Xai-Xai Beach. The road connection to Xai-Xai Beach are in a bad state of repair.
Several concessions have currently been issued for this piece of land:
Concession for the operation of camp site;
Concession for the construction of a dozen of units in Som du Mar
development. The development has already started; and
Concessions for the eastern segment of flat area.
Camp site service units, a dozen of houses for rent and bungalows under construction.
Development is not on par with the value of the land and does not fit in with long-term development proposals for the area.

LAND-USE PROPOSAL FOR REHABILITATION AND IMPROVEMENT IS COMPLETED. ACTION PLAN FOR UPGRADING AND DEVELOPMENT SHOULD BE COMPLETED IN THE THIRD PHASE.
High intensity tourist complexes accommodating hotels, commercial activities and marine centre to become an extension of the existing and proposed Xai- Xai core eliminating artificial boundaries of the camp site.
Density, Land Division and Capacity
The land should be divided into lots suitable for the development of hotels. Sites should be of approximately 0,5 ha with dimensions of 50 x 100m2 and should accommodate between 100 and 200 visitors per hectare (including the existing Halley Hotel capacities).

Roads and Pedestrian Network
The access road should be laid at the backset of existing and planned structures. The existing coastal road should be reset at the foot of the steep slopes at the back of the site, thus taking vehicular traffic away from the beach area, as it was initially intended. Parking and service areas should be entered from the backset road. Pedestrian access to the beach from the road and parking area should be created at 100m intervals.
