Design Guidelines The following guidelines should be used to design the area:

Although these areas are separated, they should be developed in a way so as to ensure a long-term integration into formal areas. Thus no artificial boundaries would be created between these areas and Xai-Xai Beach, and sufficient access routes would be ensured;

Sufficient public spaces should be created at accessible points. These areas should form the focus for the provision of services and facilities where facilities are clustered to enable sharing and cross-subsidisation;

Blocks should be scaled to ease the pedestrian movement; this implies a grid type layout with block lengths of approximately 120m;

The future public transportation system should be taken into account; New layout should respect existing placing of units; Residential stands should be large enough to prevent overcrowding; and

Mixed land use will improve the employment opportunities and income generation at the household and settlement level.

Provision of Utilities

The first step to be taken would be the provision of collective utility points. The following standards could be used (Table 9):
