    b.  They also provide a logical progression for aircrew training based on tasks and mission proficiency.

    c.  RL status may be determined by crew member’s qualifications at last unit as compared to task required at the assigned unit.  Initial designation to other than RL3 on  all IERW aviators upon their integration into the ATP program at their gaining units.

    d.  Aviator must demonstrate proficiency in each mode

of flight required by applicable ATM & CTL.

    e.  All Aviators on initial assignment from the IERW coarse will be placed RL 3, unless the COMMANDER’S EVALUATION PFE has determined the aviator to be RL 2.

        (1)  RL 3 - Status while undergoing qualification or refresher training in

primary, alternate, or additional aircraft.  Crew members must demonstrate proficiency to

an SP, IP, or IE in all base tasks in order to progress from RL 3.  All RCMs must

fly with an SP, IP, or IE with access to the flight controls.  The NCMs will undergo

qualification or refresher training by an SP, IP, IE, FI, or SI without access to the

flight controls and in a position to observe the NCM.

        (2) RL 2 - Status while undergoing mission and additional tasks designated by

the unit commander in support of the unit’s METL.  The goal is proficiency in mission

related tasks.  Commanders should tailor their task list to meet specific unit needs.

            (a) RL 2 RCMs will not be part of a crew performing mission tasks in which he

has not demonstrated proficiency unless he is with an IP, SP, ME, or UT with access to the

flight controls.  For NCMs, the IP, SP, UT, FI, or SI must be at a station without access

to the flight controls and in a position to observe the NCM.  All aviators must complete a

local area flight orientation before progressing to RL 1.

        (3) RL 1 - Status when considered mission-ready.  Now all crew members must

complete the flying hour, SFTS, task iteration, and evaluation requirements in the

appropriate ATM and on their CTL.  Some requirements may be prorated or adjusted.

    b.  Progression - Crew members have 90 consecutive days to progress from one RL to the next, a total of 180 days.  Due to the crew member’s experience and/or adaptation level, progression may be completed in less time.  USAR crew members have 1 year to progress each RL level (2 yrs. total).  This progression also applies to alternate or additional aircraft qualification and refresher training.  The progression time excludes days lost because of the following.
