Recommendations for State - Local Communication and Coordination

"Build a stronger relationship with Alpha One, Maine's Center for Independent Living and the local Community Action Program (CAP). "

"Assure the local ADRC and Goold make referrals to each other routinely. "

"Increase participation in ADRC by state mental health agency and providers of mental health services. "

"Leadership by OES to educate and involve other state agencies as partners. " Maine Infrastructure Limitations

Maine has no online MaineCare application. DASH/ADRC leaders report that an online application would help with streamlining access to services and mean less work for local, regional, and state agency staff. Their comments include "Other programs have on-line applications such as Social Security and Rent/Tax Refund Programs, why is MaineCare different?" (Note: DHHS determined that work on a web application for publicly funded services is not considered feasible until the merged departments complete their integration process.)

There is a need to determine how to provide critical services where they just don't exist because of lack of funding.

DHHS websites and technology do not meet the needs of ADRC target populations. (Note: DHHS contracted with xwave, a technology consulting firm, to evaluate how well State of Maine and DHHS websites provide information to persons who need long term supports and to recommend possible methods for presenting web-based information for all populations. Xwave was asked to focus particularly on the needs of elders and persons with disabilities accessing the DHHS site. In their final report, xwave made recommendations about how DHHS, as a merged department with many websites, could achieve a uniform, easy-to-use and well-maintained site that would improve customer service. DHHS continues to pursue a redesign of its web presence with the support of xwave.)
