DO IS THAT I THINK THAT THOSE CITIES THAT HAVE MADE THAT KIND OF EFFORT, WE SHOULD WORK IN PARTNERSHIP SO WE ARE NOT CUTTING BACK AS MUCH FOR THE INTERESTS THAT THEY HAVE. AGAIN, IT'S AN OPTION. I'M NOT SAYING IT'S THE PLAN BUT I WANT IT TO BE ONE OF THE OPTIONS THAT THE LIBRARIAN WOULD LOOK AT AND SEE IF IT'S SOMETHING THAT WORKS. WHEN YOU LOOK AT CITIES LIKE EL MONTE THAT HAS A REGIONAL LIBRARY. THEY HAVE BEEN PAYING A PARCEL TAX FOR A LONG TIME AND WE SHOULDN'T JUST SAY, "OH, LET'S PUNISH THEM MORE OR PUNISH THEM THE SAME AS A CITY WHO'S NOT," BECAUSE THEY HAVE A GROUP OF TAXPAYERS THAT ARE CONTRIBUTING. WE SHOULD LOOK AT THAT OPTION. I MEAN, IT'S NO DIFFERENT THAN WE FEEL FROM THE STATE. WE'VE HAD-- WE'VE BEEN DILIGENT IN LOOKING AT WAYS TO RESERVE FUNDS AND HAVE A HEALTHY RESERVE AND NOW, YOU KNOW, THE GOVERNOR AND THE LEGISLATURE THINK THEY CAN JUST, YOU KNOW, DON'T WORRY ABOUT L.A. BECAUSE THEY'VE GOT A RESERVE AND THEY CAN JUST, YOU KNOW, PAD IT. I'M JUST SAYING, LET'S NOT PUNISH FOLKS THAT ARE OUT THERE KIND OF DOING THEIR FAIR SHARE TO HELP, PARTICULARLY IN THE LIBRARY CRISIS, AND I CALL IT A CRISIS BECAUSE IT IS. YOU KNOW, IT'S THE FIRST PLACE THAT THIS BUDGET IS GOING TO CUT AS WELL AND, IN MY COMMUNITY, AND THROUGHOUT THE SAN GABRIEL VALLEY, LIBRARIES ARE SUCH A SIGNIFICANT PART OF WHAT-- OF EVERYDAY WELL- BEING. MANY OF THE KIDS THAT GO INTO THAT LIBRARY GO IN THERE TO USE THE COMPUTERS TO DO THEIR HOMEWORK BECAUSE THEY DON'T HAVE THEM
