LIBRARIES THAT HAVE CERTAIN SERVICES AND THEY HAVE CERTAIN AMENITIES THAT OTHER LIBRARIES DO NOT HAVE; AND IT'S JUST BY VIRTUE OF THE FACT THAT THE FUNDING IS SO VERY DIFFERENT. AND THE OTHER PART OF IT AS WELL IS THAT SOME OF THEM GET OVER-UTILIZED SO MUCH THAT GIVING THEM THE RESOURCES THEY NEED, LIKE A JANITOR, ARE MORE ESSENTIAL IN ONE LIBRARY THAN THEY ARE IN ANOTHER. REPLACING A CARPET IS MORE ESSENTIAL IN ONE LIBRARY OVER ANOTHER, WHETHER THE CARPET'S BEEN THERE THREE YEARS OR 15 YEARS, DEPENDING ON ITS USE. AND SO WE'RE TRYING TO FIND THAT WAY THAT WE CAN BUILD OUR PARTNERSHIP. WE STARTED TALKING ABOUT THIS WHEN WE ASKED THE CITIES TO PUT IT ON THE BALLOT AND SOME OF THE CITIES WERE VERY COOPERATIVE AND SOME OF THE CITIES SAID ABSOLUTELY NOT. IT'S SORT OF LIKE "TOUGH LUCK". OUR LIBRARIAN WENT AROUND FROM CITY TO CITY AND I-- I THINK IT'S REALLY SHAMEFUL THAT SOME OF THE CITIES JUST TURNED THEIR BACK AND SAID, "I'M NOT GOING TO EVEN ALLOW MY VOTERS TO VOTE ON IT. I'M NOT EVEN GOING TO DO THAT. YOU GUYS FIGURE IT OUT." THAT'S NOT A PARTNERSHIP. AND SOME OF THE CITIES SAID, "LET'S TRY, LET'S SEE WHAT WE CAN DO." AND I DON'T WANT TO EVALUATE WHO TRIED HARDER AND WHO DIDN'T TRY BUT THE REALITY IS, SOME CITIES DID AND SOME CITIES ARE STILL GOING TO. SOME CITIES ARE STILL GOING TO GO OUT THERE AND CHALLENGE THEIR VOTERS SOME MORE, SOME OF THEM ARE GOING TO FIND THOSE WAYS, AS THEY'VE TOLD ME, THAT THEY'RE GOING TO SHARE SERVICES SO THAT WE CAN WORK WITH OUR
