JIM NOYES: SUPERVISORS, CHAIR, JIM NOYES, PUBLIC WORKS DIRECTOR, AND WITH ME IS MANNY DEL RIO FROM OUR WATERWORKS DIVISION. HE'S THE HEAD OF OUR WATERWORKS DIVISION. IN A TYPICAL WATER AGENCY, SUPERVISOR, THE AGENCY WILL LOSE THREE TO 5% OF THEIR WATER THROUGH NORMAL LEAKAGE OR THROUGH A PREVENTIVE MAINTENANCE PROGRAM WHERE WE ACTUALLY FLUSH OUT THE FIRE HYDRANTS TO MAKE SURE THERE'S NO SEDIMENTS ACCUMULATING IN THEM.

SUP. ANTONOVICH: AND WHAT ARE HIGHER THAN NORMAL WATER LOSSES?

JIM NOYES: IN THE CASE OF DISTRICT 37, OVER THE LAST FOUR OR FIVE YEARS, WE'RE SEEING AS HIGH AS 20% LOSS IN THOSE DISTRIBUTION SYSTEM IN DISTRICT 37.

SUP. ANTONOVICH: WHERE IS THE WATER GOING?

JIM NOYES: WE'RE FAIRLY CONVINCED, SUPERVISOR, THAT IT'S BEING STOLEN. IT'S BEING STOLEN BY INDIVIDUALS WHO ARE THEN USING THAT WATER AND SELLING IT TO PEOPLE IN THE AREA WHO ARE RELYING ON HAULED WATER TO MEET THEIR DOMESTIC SUPPLIES.

SUP. ANTONOVICH: HAS THE DEPARTMENT TALKED TO THE SHERIFF ON THIS?
