SUP. ANTONOVICH: AND WHAT DOES THE SHERIFF PLAN TO DO?

JIM NOYES: WE'VE PROVIDED SOME INFORMATION AND SOME DOCUMENTATION, INCLUDING PHOTOGRAPHS AND LICENSE PLATE NUMBERS AND THE LIKE TO THE SHERIFF. THE SHERIFF INFORMS US THAT THEY'VE DONE SOME TYPE OF INVESTIGATION AND HAVE TURNED THE MATTER OVER TO THE DISTRICT ATTORNEY'S OFFICE. WE HAVE ALSO, ON OUR OWN, SPOKEN TO THE DISTRICT ATTORNEY'S OFFICE AND BRIEFED HIM WITH THE FACTS AS WE KNOW THEM.

SUP. ANTONOVICH: DO YOU HAVE THE ABILITY TO INSTALL LOCKS ON THESE HYDRANTS TO PREVENT THEFT?

JIM NOYES: YES, SIR.

SUP. ANTONOVICH: AND IS THE DEPARTMENT GOING TO INSTALL LOCKS?

JIM NOYES: WE HAVE INSTALLED LOCKS ON THE DEVICES, ON THE FIRE HYDRANTS SO FAR, EVERY FIRE HYDRANT. IT'S A PLASTIC LOCK, IT'S WHAT WE CALL A SOFT LOCK, AND THEY'RE FAIRLY EASY TO BREAK. AND, ALTHOUGH THEY SEEM TO HAVE MAYBE A MINOR DETERRENT, THEY'VE NOT SOLVED THE PROBLEM OF WHAT WE THINK IS SIGNIFICANT
