SUP. YAROSLAVSKY: THE DIFFERENCE BETWEEN FEDCO-- I MEAN, AND THIS, I MEAN, THE FEDCO, THE ONUS WAS ON THE EMPLOYEE. YOU HAD TO GO AND PROVE TO FEDCO THAT YOU WERE A CITY OR A COUNTY EMPLOYEE OR A GOVERNMENT EMPLOYEE. ONCE YOU DID THAT, THEY SIGNED YOU UP. THE COUNTY DIDN'T HAVE ANY ROLE TO PLAY IN IT. THIS THING, I MEAN, IF MR. ANTONOVICH, THE IDEA SOUNDS LIKE A WONDERFUL IDEA. PERHAPS YOU OR YOUR STAFF COULD PICK UP THE PHONE AND CALL A FEW INSURANCE COMPANIES AND SEE WHAT'S GOING ON. WHAT BOTHERS ME IS TO SEND THE C.A.O. STAFF, THE EXECUTIVE OFFICE STAFF, THE PERSONNEL DEPARTMENT STAFF, WHOEVER IT'S GOING TO BE THAT'S GOING TO COORDINATE THIS THING AND JUST TO GET A REPORT CHURNED OUT EVERY TIME WE PUT OUT A MOTION HERE TO GET A REPORT ON SOMETHING IS THOUSANDS OF DOLLARS OF STAFF TIME. AND, TO ME, IT JUST DOESN'T MAKE SENSE. MAYBE WE SHOULD WAIT A WEEK AND SEE, NOW THAT IT'S BEEN DISCUSSED AND MAYBE IT WILL BE IN THE NEWSPAPERS AND MAYBE FARMERS INSURANCE WILL PICK UP THE PHONE OR BLUE CROSS, OR WHOEVER INSURES PETS WILL COME IN AND SAY, "HEY, WE GOT A DEAL FOR YOU," AND THEN ALL IT IS IS ONE PHONE CALL. BUT TO CHURN OUT A REPORT AND TO HAVE JANSSEN AND SHARON HARPER AND MIKE HENRY AND VIOLET AND WHOEVER ELSE IS GOING TO GET INVOLVED IN VETTING THE REPORT AND EDITING IT AND MAKING SURE IT SAYS IT THE RIGHT WAY AND
