SPEAKER: JUST TO GIVE YOU AN UPDATE ON WHERE WE ARE ON THE BUDGET PROCESS. AS YOU RECALL IN THE GOVERNOR'S BUDGET, ONE OF THEIR RECOMMENDATIONS TO BALANCING THE BUDGET WAS THE TRANSFER OF 1.3 BILLION, AND FROM E.R.A.F. FOR THE PROPERTY TAXES FOR L.A. COUNTY, THAT WAS GOING TO REPRESENT 289 MILLION. WHEN THE L.A.L.'S OFFICE SUBMITTED THEIR REPORT ON THEIR REVIEW OF THE GOVERNOR'S BUDGET, THEY OFFERED ALTERNATIVE SOLUTIONS TO MEETING THAT 1.3-BILLION-DOLLAR REQUIREMENT, AND IN LINE WITH THAT, C.S.A.C. HAS DEVELOPED AN ALTERNATIVE PROPOSAL, AND WE WANTED JUST TO INFORM YOUR BOARD WHAT THAT ALTERNATIVE PROPOSAL IS. BASICALLY, C.S.A.C.'S BUDGET WORKING GROUP IS RECOMMENDING THAT A ONE-TIME ONLY TRANSFER OF 816 MILLION, AND THAT WOULD BE COMPRISED OF COUNTY'S OBLIGATION OF 200 MILLION; CITIES, 200 MILLION; SPECIAL DISTRICTS, ANOTHER 200 MILLION; REDEVELOPMENT AGENCIES, 200 MILLION; AND PUBLIC LIBRARIES OF 16 MILLION. THAT WOULD TOTAL 816 MILLION. THAT'S THE ALTERNATIVE THAT WE'RE RECOMMENDING THAT THE STATE CONSIDER IN LIEU OF THE 1.3-BILLION-DOLLAR TRANSFER. WE'RE ALSO ASKING THAT-- FOR SUPPORT OF THIS, C.S.A.C. WILL CONTINUE TO PARTICIPATE IN THE GOVERNOR'S CALIFORNIA PERFORMANCE REVIEW, AND WE'RE LOOKING FOR SUPPORT FOR THE LOCAL TAXPAYERS AND PUBLIC SAFETY PROTECTION ACT INITIATIVE. AND WE'LL CONTINUE TO KEEP YOUR BOARD APPRISED OF ANY NEW DEVELOPMENTS ON THE BUDGET.
