‘Commercial sub-committee (CC)’ means a sub committee constituted by the Committee to consider commercial related issues.
‘Central Commission’ means Central Electricity Regulatory Commission.
‘Commission’ means Delhi Electricity Regulatory Commission.
‘Committee’ means the Grid Coordination Committee (GCC) constituted by the provisions of Delhi Electricity Grid Code clause 6.2.3 notified by DERC.
‘IEGC’ means Indian Electricity Grid Code specified by Central Electricity Regulatory Commission.
‘DGC’ means the Delhi Grid Code specified by Delhi Electricity Regulatory Commission.
‘SLDC’ means State Load Despatch Centre, Delhi.
‘STU’ means State Transmission utility notified under section 39 (1) of Electricity Act 2003.
‘Meeting’ means a meeting of the Committee or sub-committee convened by the head of the Committee or any member authorized to convene a meeting in the absence of the head of the Committee.
‘Member’ means the member of the GCC as specified in clause 6.2.3 of Delhi Grid Code and as amended from time to time.
‘Operational Coordination Sub-Committee (OCC)’ means a subcommittee constituted by the GCC to consider all issues related to operation of the Delhi grid in association with NEW (North-East-West) Grid.
‘Protection sub-committee (PC)’ means a sub-committee constituted by the Committee to consider all power system protection related issues.
‘Rule’ means Grid Co-ordination Committee (Conduct of Business) Rules 2008.
‘System study sub-committee’ means a sub-committees constituted by GCC to carry out the system studies.
‘Sub-committee’ means the Sub-Committees constituted by GCC to guide and assist it in conducting the functions assigned to it.
‘Secretariat’ means secretariat of GCC
2.2The words and expressions used and not defined in these Rules shall be construed as having the same meaning as defined in the Delhi Grid Code.
3. Functions of GCC
As per clause 6.2.2 of Delhi Grid Code GCC shall carry out following functions:-
facilitating the implementation of these Regulations and the procedures developed under the provisions of Delhi Grid Code Regulations;
Assessing and recommending remedial measures for issues that might arise during the course of implementation of provisions of Delhi Grid Code Regulations and the procedures developed under the provisions of Delhi Grid Code Regulations;
Review of DGC, in accordance with provisions of the Act and these Regulations;
Analyze any major grid disturbance after its occurrence;
Examining problems raised by the Users, and
Investigate in case any Beneficiary is indulging in unfair gaming or collusion after getting reported from SLDC.
