"Another area to be reported on is the management philosophy

her

and

the

relationship

between

civil

service

responsibilities

and

those which are or could be contracted," he said.

Space Shuttle launches are expected to reach the approximate

one

per

week

rate

by

1985.

JSC

officials

want

to

be

certain

that

flight operations of that magnitude do not drain off already limited

personnel and other resources needed for the Center's principal role

as a major research and development arm of the space agency.

Planners here have already drafted a baseline operations plan

which

covers

the

mature

Shuttle

era.

The

onboard

capabilities

of

the

vehicle are greater than in previous spacecraft, so the plan reduces

the number of flight controllers assigned to real-time operations on

the ground and increases the effort spent on flight planning.

Because the flight control work here affects NASA-wide opera-

tions, and because JSC is a key element in future space flight

rsarch

and dvlopmnt,

Cntr

managemnt

wants an

otside

examina-

tion of the plan and alternatives prior to committing to it.
