SUP-4-04-03: review of the special use permit previously used to POWERPLAY ENTERTAINMENT CENTER, for a restaurant and child entertainment, located at 13110 W. 62nd Terrace.  First review approved March 2004.

This was a consent item.

This is the scheduled review of the special use permit issued to Power Play, a restaurant with live entertainment in the form of family amusement attractions.  The business is located at 13110 W. 62nd Terrace within the Millcreek Shopping Center.  The applicant has spent the past year working on the conversion of the building from a discount store to a restaurant and entertainment center.  The applicant has indicated the anticipated opening date of the facility as March 14, 2005.  Given that the operation does not have a history of compliance at this time, staff recommends the special use permit be extended for an additional year with review of the operations at that time.

RECOMMENDATION

Staff recommends extension of SUP-4-04-03, special use permit for the Power Play facility to operate a restaurant with live entertainment at 13110 W. 62nd Terrace, within the Millcreek Shopping Center for the period of one (1) year, subject to the following conditions:

1.The “live entertainment” will be limited to the amusement activities portrayed on the submitted building floor plan;

2.A license will be obtained from the City Clerk’s office for all coin operated machines;

3.If signage is placed on the white area above the entry, then the signage must be red with yellow and white accents, or white to match the other signs in Mill Creek Center.  If signage is placed on the brick, it must be white with red and/or yellow accents. The applicant shall obtain sign permits for signage prior to installation;

4.Operating hours shall be limited to 11:00 a.m. to 9:00 p.m. Sunday through Thursday, and 11:00 a.m. to 11:00 p.m. Friday and Saturday;

5No trash pickup, street sweeping or deliveries shall be made to the site between the hours of 10:00 p.m. and 7:00 a.m. as per City code; and

6.Review of the special use permit in one (1) year.

PLANNING COMMISSION ACTION

Item No. 2: SUP-4-04-03; site plan approval for POWERPLAY ENTERTAINMENT CENTER, for a restaurant and child entertainment, located at 13110 W. 62nd Terrace, was approved as a consent agenda item, on page one.
