No additional parking stalls are required on the site. Because hours for church services will not overlap the school hours, teachers and parents will use the parking provided at the church.

9.This development is subject to the provisions of Shawnee Municipal Code (SMC) Chapter 12.24, which pertains to the construction and maintenance of on-site stormwater detention facilities.  An on-site facility was constructed as part of the first phase of this development.  Therefore, no further improvements are required.

RECOMMENDATION

Staff recognizes the need for continued use of temporary classroom space while the new school addition is being constructed. The church has followed through with plans that allow for a permanent solution to deal with their enrollment growth.  However, the proposed location of the temporary structure does not comply with the Planning Commission’s general policy of requiring temporary units to be placed out of the view of nearby streets. Staff has no problem with allowing a temporary unit to be placed on site while the school addition is being constructed, however the Planning Commission shall determine if the proposed location is acceptable. If the temporary location is deemed acceptable, staff would recommend the following conditions of approval to allow placement of a modular classroom at Sacred Heart Church located at 21801 Johnson Drive:  

1.

The existing portable classroom along Monticello Road shall be completely removed from the site prior to placement of the new mobile unit on the property;

2.

The new mobile unit shall be removed from the site no later than January 31, 2006, or in conjunction with issuance of the Temporary Certificate of Occupancy for the school addition (whichever occurs first);

3.

The proposed unit shall be placed and have an exterior treatment as depicted on the site plan;

4.

The use of the classrooms shall be to provide classroom space for sixth through eighth grade and occupancy of the unit shall not exceed 40 persons at any given time; and  

5.

The site plan is subject to Governing Body review until 5:00 P.M., Thursday, March 24, 2005.

PLANNING COMMISSION QUESTIONS

Representing the applicant was Michael Book, 5124 Hilltop Ct, a parishioner of Sacred Heart Church.  He stated that they were in agreement with the staff recommendations.  He noted that they had gotten approval from the Archdiocese to build their school addition, which would render the mobile unit unnecessary.  He stated that once the school addition is complete the mobile unit would go away.  He stated that they would
