10.All internal streets shall be designed and improved in accordance with the roadway design standards for local residential streets;

11.The applicant is responsible for submitting preliminary street plan-profile sheets to the City for review and approval prior to preparing the recording copies of the final plat;

12.The right of controlled access to prohibit direct vehicular access to Clear Creek Parkway must be provided along all lots and tracts adjoining this major street;

13.The applicant is responsible for paying for City-installed street name signs prior to the issuance of a Public Improvement Permit for constructing the streets;

14.The public street lighting system required for this development shall be designed in accordance with Division 4800, Street Lighting, of the Shawnee Manual of Technical Specifications and Design Criteria. The applicant is responsible for submitting an overall conceptual street lighting plan to the City for review and approval prior to preparing the recording copies of the final plat;

15.The stormwater drainage system required for this development shall be designed in accordance with Division 4600, Storm Drainage of the Shawnee Manual of Technical Specifications and Design Criteria, and as identified in the staff report;

16.The applicant is responsible for submitting preliminary storm drainage plan-profile sheets to Engineering staff for review and approval prior to making the recording copies of the final plat;

17.This development is subject to the provisions of SMC Chapter 12.24, which pertains to the construction and maintenance of on-site stormwater detention facilities.  The applicant, in cooperation with the developer of Hills of Forest Creek constructed a storm drainage system capable of conveying the runoff from a 100-year return period storm directly to Clear Creek.  Therefore, in order to comply with these regulations, the applicant shall pay a detention fee of $350.00 per lot instead of constructing the on-site facility.  The total detention fee is $21,350.00 based on the 61 ‘new’ lots (7 lots previously plat as Lakepointe Eighth Plat) created by this revised preliminary development plan;

18.Telephone, electric and cable service facilities are to be placed within rear and side yards as required by Policy Statement PS-24.  All utilities shall be placed underground;

19.The site grading, and erosion and sediment control measures required for this development will be designed according to the standards in the Shawnee Manual of Technical Specifications and Design Criteria, and as identified in the staff report;
